Civil Aviation Authority and Aviation Security Service

The Civil Aviation Authority (CAA) is the agency that regulates aviation safety and security and oversees the rules that underpin this. The Aviation Security Service (AvSec), which is the official and monopoly provider of many aviation security services, is part of the wider CAA but regulated independently by it. 

 

The CAA recovers its costs as a regulator through charges to users of the aviation system, including airline passengers, which are recovered via airlines. AvSec covers its costs exclusively through passenger charges, which are also recovered via airlines.  CAA and AvSec carry out regular pricing reviews and occasionally update their pricing methodology.
